Community infrastructure development and sustainability research
We have provided consultancy including project development work and a funding strategy for the Knockmore Child and Family Centre in Killinarden, Tallaght. We have also developed a land acquisition strategy and design brief for the child and family centres in Dublin 15 and in Dun Laoghaire. Our work has also included research into educational disadvantage, and we have completed a literature review into international indicators for educational disadvantage for Barnardos.
Waterford Local Economic Development Company (LEDC)
Community regeneration & infrastructure, cross-sectoral collaboration
The Waterford LEDC is an innovative joint venture and cross-sectoral collaboration between Waterford Crystal and Ballybeg CDP, which was established in 2001. It is the first Local Economic Development Company of its kind in the country. We worked with Waterford Crystal and Ballybeg CDP in developing the initiative from idea stage to operation. The project is now developing community businesses and community infrastructure projects for the benefit of disadvantaged communities in Waterford. TSA has also completed a business plan and funding application for the LEDC enterprise centre.
Carrigaholt Fisheries Co-op, Co. Clare
Project management support
TSA has assisted the co-operative members to devise new property management and membership strategies in the changing context of increased population and modernisation of the village.
Health and Safety Authority (HSA)
Evaluation
We have undertaken evaluations on the ‘Keep Safe’ and the ‘Western Pilot Programmes’, which are schools programmes at primary and post-primary school level that have been developed by the HSA.
Pavee Point
Community infrastructure development and sustainability research
Dismantling the Traveller Economy – a case study of the impact of increasing regulation on the Traveller Economy. As a response to the concerns that the Traveller economy was being undermined by increased regulation, this study was commissioned by Pavee Point. The study considered the implications of increased European regulation on the Traveller economy, using a case study of the ‘End of Life of Vehicles Directive’. A series of recommendations were provided to ensure that Travellers involved in car recycling could avail of opportunities with the introduction of the directive.

We were commissioned to undertake an evaluation of Focus Ireland’s Spokes training, education and employment programme for people who have experienced homelessness.
Clann Credo
Research – Social Finance
This was the first research study in Ireland into the provision and potential for social finance services in Ireland. It describes the institutional, regulatory and policy frameworks of social finance in EU member states and the US, and it provides a possible model for its future development and support. The research informed the government’s recent policy and action on social finance, which now uses a multi-million euro social finance fund, provided by mainstream banks, for lending to social enterprises.
Europe Innovation (EI-2000)
Technical Support to Employment Pacts
TSA was contracted by EI2000 and the European Commission to deliver technical support to Territorial Employment Pacts, which were first established in 89 areas of the European Union as a local partnership response to unemployment. TSA delivered technical supports to Ireland’s employment pacts, which were located in Dublin, Limerick, Westmeath and Dundalk.

TSA was commissioned to carry out an audit of community facilities and services in the Inchicore, Kilmainham, Islandbridge areas. The study mapped existing provision, consulted with the community as regards current needs, projected future need, and developed a recommended strategy to meet these current and future needs.

We developed a toolkit for the HSE and other public sector organisations for the recruitment and employment of Travellers. The report involved a review of a series of positive action measures undertaken to support the employment of Travellers, in the public sector. The report considers the support needs of Travellers; explores opportunities for employment that exist across health services; and provides a range of recommendations for practice address employment inequalities for Travellers in the public sector.

Project HeatSun
Research – best practice social enterprise/ recycling Cross sectoral collaboration & Evaluation.
Project HeatSun was a cross-sectoral collaboration and project between the public, private and social enterprise sectors. The project sought to develop IT recycling, education, training and employment initiatives, targeting disadvantaged communities. HeatSun was funded under the EU Commission Life-Environment Programme (DG Environment). Partners were: Dublin City Council, Dun Laoghaire/Rathdown Co Co., Fingal Co Co., MicroPro, SwITch, Fingal recycling and Sunflower recycling.
Ruhama Women’s Project
Social Research
The Next Step Initiative (NSI) was a project undertaken by Ruhama and funded by the Department of Justice, Equality and Law Reform under the Equality for Women Measure. Its aim was to develop a model of intervention to support women involved in prostitution to access the social economy, community education or local employment. The model for support was based on a research process, which gave a voice to women who, in the main, have no opportunity in this society to express their experiences and to lobby for the understanding, supports and resources they need.
Sports Against Racism in Ireland (SARI)
Strategic planning
Sport Against Racism Ireland (SARI) supports and promotes cultural integration and social inclusion through sport. It was set up in July 1997 as a direct response to the growth of racist attacks from a small but vocal section of people in Ireland. We have worked with SARI in developing their strategic and organisational plan and to explore new areas of activities for the project.
Antrim Borough Council
Evaluation and cross sector collaboration
The Workplace Health Initiative is a cross-border project, funded under the Interreg IIIA programme. It aims to promote health and wellbeing in the border council areas of Antrim Borough Council, Armagh City and District Council and Monaghan County Council. The project provides supports and resources to SMEs in the three council areas concerned. TSA was appointed as external evaluator to this project.
